Is the State Secret Services are above the Law? What is rule of law then? Afzal Tahir

The experience of nuisance and cold-calls was always very serious issue for me. It would not be an over statement that I been personally victim of so-called cold-callers. I say so-called, because, the callers, in my view, so far I am concern, were part of criminal conspiracies rather to sell a product. When I had asked the subject caller, how he or she got my number because my number was always  private, ex-directory even not included in my electoral register? Then instead to answering my question the subject caller to cut the call off. 

There is no doubt in mind that I had been the target of secret services of Pakistan, India and British. The British were, in my view cooperating with their foreign clients. This type of practice either by  using private security companies or people having historical links to these countries. 

I do have long history of victim of crime and had been raising the subject to the level of the Secretary of State (HO ref: T27370/4 dated 3/9/2004, T14025/9 dated 28/8/2009). A constant practice of attack and intimidation to create harm, fear and torture. My house and office had been mugged. I had gone through a constant war like situation for an unknown reason.  I personally had been and still spied and many times came under attack as part of organised conspiracy. Once I was held up on knife point by 4 black African guys and about to be assassinated (GN 4716289/99/AR) but only luck had favoured me to survive.  

In addition to the above I had written letter dated 20 February 2017, direct to The New Scotland Yard and very serious case to NHS England. New Scotland Yard, not, even bothered to contact me but NHS in their letter dated 29 March 2018 CAS-418821 were evasive, very similar in tone and style had reflected in the replies of the Secretary State's letters. More over not a single case ever been resolved by police. 

As the new law against nuisance or cold-callers had improved recently in UK. It looks like the practice is moving International to avoid local law. Some one had called my number from +919607940012. The first call on 25/6/2018 at 20:42 London time and the second on 26/6/2019 at 13:00 London time. The country code is 91 which is for India. My number is not only private but it is with no one except in the system of my work place and with only one of my friend Mr. Usman Kiyani. I wonder how some one in India got hand on my number? I had answered the the subject call  but no one was talking at other end. I wonder how someone can get private number except state secret services? Is it not illegal to violate privacy of a person or people? Is the state secret services promote crimes in violation of national and International law? Is this the practice of rule of law in a democracy? Is the State Secret Services in modern state system is more problem then solution?  I think the Government of the United Kingdom, India and Pakistan need to reflect on this subject.
