In Pakistan people scared from their own shades - Senator Raza Rabban

Is this called a defense and security system of a state where people force to live under fear of terror and violence; even to make them scared of their own body-shades? Is this the reason that a state must spend its heavy budget to equip itself with modern weapons or even nuclear to enhance its national defense and security? Is it not the middle ages concept of defense and security, the purpose of which was to protect rulers, immediate family, loyal and associates, but, not the public at large because they were just slaves? In the modern state system, the concept of defense and security means the safety and security of its citizens living within the borders of the subject state. The concept to defend a territory directly link to the safety and security of its citizens.
