The Jammu-Kashmir State Human Rights Commission says in a report that police had claimed the 2,156 corpses were militants fighting against Indian rule in portions of the disputed Himalayan region. Every one is innocent until proven guilty???? The cause of death must be known to a judicial system to decide the reasons and causes of death before disposing off the dead body. Any death of a combatant have to pass the test of legal procedure.
