Pakistani territory (FATA), been used to trained and armed terrorists had and has been killing people not only in Afghanistan, Kashmir or within Pakistan for political or ideological reasons, but all over the World.
There fore it is time now that, the International Criminal Court of Justice have to look into it, and the Security Council, instead of driven by political biased by one group of Countries or the others to serve their interests, must have to focus on human rights in its true letter and spirit.

There fore to suggest that epicenter of all terror network, was and is, not in Afghanistan but in Pakistan, is not incorrect. Pakistani authority might have in its covet activities been supported by different powers for one reason or another at one time or another, but the responsibility and blame is, and must be squarely on the shoulders of Pakistan. Raman Malik or his government can not escape the responsibility of the legal accountability. Further more, Pakistan's attitude provide the bases for International Institutions such as ICC to get involved.

The question of Baluchistan is clearly a question of right to self-determination to be settled down through democratic means. The fact that the popular demand had and has been surfacing itself time to time for last 64 years. The authority always resorted to violence rather to promote their right to self-determination peacefully. There is an undeniable evidence against state security forces for serious human rights violations, particularly picking-up unarmed Balouch people from their houses, after been severely tortured and killed them; their bodies been dumped on the streets with the message: "Pakistan zindabad," a purpose to spread fear and terror among general public. This type of behaviour clearly come under crimes against humanity. There fore, the ICCJ must have look into it so to intervene sooner than later.
The failure of the state to protect the lives of the Balouch people and instead, the security forces been used the terror tactics of "kill and dump" which is clearly a policy of genocide, that can not be over-looked by the world community.
