What we understand by the term bilateral with reference to Kashmir? Clearly the State has been divided forcibly both by India and Pakistan for last 64 years, which mean both need to remove what ever the obstacles on the path that would enable people to exercise their right to self-determination. There is no disagreement on the point that no progress can be made on the issue without allowing people a free access to each other in all parts of the state, that would enable them to form political association and to reach better understanding. The State Machines on both sides always seen to be creating problems. Further more militancy/fear of gun, is a serious question. What had happened in Pakistan specifically in Swat can not be over-looked .
